u64	set_id
	Switching set the subscription joins (subscriber-chosen ID).
u64	algorithm_id
	Selection algorithm, one of MOQCTL_SSTS_ALG_*.
u64	threshold_kbps
	Estimated bandwidth in kbit/s at or above which this member is eligible for selection.
u64	weight
	Member weight, 1..10.
u64	activate
	Member count at which the set becomes active; 0 never activates.
u8	rank
	Set rank: active sets of equal rank are switched together; valid iff has_rank, 0 otherwise.
u8	has_rank
	1 when the optional trailing Rank byte was present on the wire.
