	RFC 9218 2.1 urgency, 0..7, lower first.
u16	fine
	Second class key inside one urgency, lower first (the MoQT hub packs Subscriber Priority << 8 \| Publisher Priority).
u64	flow
	Streams sharing a nonzero flow and class send in (order, tie) order, lowest first; 0 opts out (every stream of the class sends).
u64	order
	Rank inside the flow, compared before tie.
u64	tie
	Rank between equal orders inside the flow.
